 If a territory wanted to be a state it could if the territory had enough people. The Northerners wanted to be free states and the Southerners wanted to be slave states. In 1820 Missouri wanted to enter the Union as a slave state. The Compromise of 1850 let territories choose to be slave states or free states. In the year 1861 Kansas became a free state. To keep free states even with the slave states the congress let Maine join as a free state. The Fugitive Slave Law was part of the Compromise of 1850. The Fugitive Law ordered people to return runaway slaves. Also Harriet Beecher Stowe wrote the book Uncle Tom’s Cabin.
